Born on Palm Island, Stephen Tillett is a proud Torres Strait Island man from St Paul’s, Moa
Island, with strong cultural connections to Mabuiag, Erub and Mer. Now based in Cairns, Far
North Queensland, Stephen’s life and work are grounded in service, leadership, and a deep
commitment to empowering Aboriginal and Torres Strait Islander peoples.
Before his current role as a First Nations Justice Officer with the Department of Justice,
Stephen built a remarkable career that spans sport, policing, and public service. A former
Rugby League player for the North Queensland Cowboys and a sworn Police Officer for over
20 years, Stephen has also served across various Government Departments, bringing lived
experience, integrity, and cultural perspective to every space he enters.
Stephen’s professional expertise extends across the justice, housing, and health sectors, where
he continues to drive initiatives that strengthen cultural understanding, equity, and
community outcomes. His leadership and guidance are valued across Queensland, especially
through his roles in keynote speaking, cultural mentoring, community engagement, and
facilitation.
Beyond his professional career, Stephen has dedicated many years to volunteering in sport at
the local, state, and national levels, mentoring young people and promoting pathways of
leadership, teamwork, and respect.
Through his work, Stephen embodies the true spirit of the Torres Strait — resilience,
humility, and connection. As a keynote speaker, his message inspires reflection and action,
empowering audiences to walk together towards understanding, inclusion, and change.
